Green groups’ ties to China will be a “top priority” for Republicans in the House of Representatives after the midterm elections, a party spokesperson said.
The Natural Resources Defense Council (NRDC), a prominent US green policy lobby group that influenced the Biden administration’s policymaking on environmental issues, has close ties to the Chinese government, according FoxNews.
NRDC, a New York-based nonprofit with more than $450 million in assets under management, has worked extensively on climate issues in China since the mid-1990s. organization have worked for the Chinese Communist Party (CCP) or Chinese state institutions.

The NRDC also has a close working relationship with President Biden’s administration. Former NRDC chairwoman Gina McCarthy, for example, served as Biden’s climate czar from January 2021 until earlier this month. The NRDC’s Chinese language website indicates that the office is registered as Beijing Municipal Public Security Bureau and is monitored by National Forestry and Grassland Administration of China.
NRDC’s most recent tax return showed the China office has 35 employees and an annual budget of $4.2 million. By comparison, the group’s international work in North America, South America, South Asia and the Middle East has 11 employees and an annual budget of $1.1 million.
It is unclear whether the NRDC accepts direct or indirect funding from individuals or organizations affiliated with the Chinese government. US tax authorities generally do not require nonprofit organizations to disclose donor information.

In addition, many key members of the Beijing office previously worked for the Chinese Communist government or had left the group for government positions.
For example, Jieqing Zhang, the director of the China program of the NRDC, was the former deputy director general of the Chinese department of international cooperation within the ministry of ecology and environment. Kai Duan, senior project manager at NRDC, also worked for a sub-agency of the Ministry of Ecology and Environment.

JingJing Qian, currently senior strategic adviser for the group’s China program, previously worked at China’s Ministry of Science and Technology. Another senior adviser, Yinying Chen, previously worked in “universities, government agencies, state-owned enterprises and private enterprises,” her NRDC profile says.
Hui Huang, project manager for the NRDC’s climate and energy project in China, previously worked for China Datang Corporation, a state-owned power generation company.
And Zhiming Pan, the NRDC’s urban project director, was previously an official with China’s Ministry of Housing and Urban-Rural Development.
